Comment: Personalizing Social Security: Management Issues for Individual Accounts
This grant supports research and analysis on management issues raised by Social Security reform proposals that include provisions for individual accounts. Estelle James and James Smalhout will examine the mutual fund industry and the experiences of foreign countries in order to estimate the administrative cost of an indivdual account system. They will also study how an annuity market that would enable individual account holders to draw down their assets should be regulated. The results will be published in a series of reports.
