Comment: Government by Investigation This grant supports research on how the increasing number of congressional and independent counsel investigations affect the management and policies of the federal government. The project will categorize all such investigations since 1946 and assess how they affect different agencies or activities in the executive branch. Two conferences, including one that will focus on the independent counsel statute, will be held prior to the publication of a book.
