Rudolph Penner will prepare a monograph on how policy makers at the federal level should respond to a fiscal environment in which budget surpluses are forecast for the foreseeable future. He will assess the accuracy of surplus projections, evaluate proposals for spending the surplus, and consider whether the budget process should be reformed in light of the federal government's fiscal situation.
