Susan Herman will commission research and organize a conference on the role that public policy should play in providing compensation to victims of crime. The project will examine the strengths and weaknessesof the federal government's September 11 Victim Compensation Fund and assess how the fund will influence future efforts to compensate victims of terrorism and ordinary crime. The project's findings will appear in a report.
