Steven Becker will research and write a book that will assess what lessons can be learned from the outbreak of foot-and-mouth disease for bioterrorism policy. He will conduct interviews and analyze data in order to determine the impacts, resource needs, and unexpected problems that arose when there was an outbreak of foot-and-mouth disease among cattle in Western Europe in 2001.
