They will commission case studies of voluntary environmental programs in the United States and Europe. The case studies will be presented at a conference and published in an edited volume.

Richard Morgenstern and Winston Harrington will direct an effort to assess the effectiveness and efficiency of eight major environmental regulations. They will commission research that will compare different policy approaches used in the United States and Europe to cope with a common set of environmental problems. The project’s findings will be presented at a conference and published in an edited volume.
