The project will construct a model of state spending during the years 1980 to 1994 on a range of programs, including AFDC, Medicaid, and food stamps. It will assess whether changes in federal law during the same period increased or decreased state spending on anti-poverty programs. Aseries of papers emerging from this research will be published as a book. |
