Editor's note: PAVE is a very large recipient of Bradley foundation money. We haven't yet written our own review of their organization.

PAVE originally entered the world as the Milwaukee Archdiocese and Education Fund, headed by Dan McKinley, and was transformed into this allegedly "nonsectarian" non-profit institution so that corporate executives, like the former chair of the quiet company, Western Mutual Life, and others like the Bradley Foundation could contribute to it and take a tax write-off. Most of the money comes from the Bradley Foundation and a handful of corporate heavy-hitters with an agenda.*

One director is: James D. Friedman, a partner with the law firm Quarles & Brady, LLP.

Welcome to PAVE. PAVE is a private, not for profit organization whose mission is to make excellent educational opportunities possible for all families. PAVE primarily serves residents of Milwaukee, WI, USA, but also serves as a model for 50 similar programs nationwide.

One of the ways PAVE fulfills this important Mission is by providing scholarships to low-income families equivalent to half-tuition to any K-12, private or parochial school in Milwaukee. Low-income parents thus are able to choose the school best suited for their children's needs, just as more affluent parents have done for years. A PAVE scholarship transcends the boundaries of race, class, gender and politics to provide what every student deserves: a good education!

In the 1997/98 school year PAVE awarded $4.1 million to 4,371 students who attended 112 private and parochial schools in Milwaukee.

Independent evaluations demonstrate that parents are highly satisfied and involved with their children's schools. And parents are telling us that their children are working hard and enjoying school.

Bradley foundation offers $20 million to any school but regular public schools

The Bradley foundation is offering $20 million over five years in low interest loans to charter and private schools in Milwaukee, trying to build up enough private educational institutions to further subvert the local public schools.

Bradley is funneling its money through its funded sub-entitity called "Partners Advancing Values in Education" (PAVE), which originally was called the "Milwaukee Archdiocese and Education Fund."

Although a majority of Milwaukee students attend regular pubilc schools, they cannot apply for the money in order to help them fix failing schools. The money can only be used to "expand capacity" according to PAVE director Dan McKinley.

According to McKinley the Milwaukee Journal Sentinel story linked to here is deeply flawed. MT would add that you need to read between the lines to understand how the Bradley and PAVE funds are aimed squarely against regular public schools and public school teachers.
