Comment: Means Tested Welfare Programs in the United States Robert Moffitt will commission research and convene a meeting to analyze how the means testing of welfare programs affects the incentives of program recipients to work, save, and consume. The commissioned research will review and synthesize the existing evidence on the impact of means-tested welfare programs on recipients and offer policy prescriptions for how some of the negative incentives created by these programs could be reduced.
