Francis Bing West will examine approaches for shifting responsibility for security operations from the U.S.-led coalition to Iraqi security forces. He will develop performance criteria for determining when to transfer security missions to the new Iraqi security forces and when U.S. policy makers should begin to withdraw U.S. forces from Iraq. The project's findings will appear in a report and be disseminated through a series of briefings.

Hillel Fradkin will lead an effort to help the policy community to understand debates in the Muslim world about Islam and democracy. He will convene seminars and commission research to track and analyze key arguments shaping the ongoing debate between proponents of moderate and extremist Muslim perspectives and provide a venue for moderate Muslims to have their views heard. The project's findings will appear in a series of reports and articles.
